The Minnesota Department of Human Services is seeking a driven candidate for the role of Chief Operating Officer (COO). This individual will provide executive leadership, oversight, and coordination for the Anoka Metro Regional Treatment Center (AMRTC) while managing the division’s ongoing programs in order to maximize efficiency in administrative and support services. The ideal candidate will be a relational, collaborative and visible leader with a strong business acumen.
The Anoka Metro Regional Treatment Center is a secure inpatient psychiatric hospital serving adults with mental illness in a large, campus-based setting. The population also includes individuals civilly committed for specialized care; such as competency for criminal court (Rule 20), emergency 48-hour bed holds, and co-occurring mental illness/chemical dependency. Located just 15 minutes north of the Twin Cities metro, this modern facility offers compassionate, person-centered care in a pleasant environment appreciated by patients and employees alike.
Job Description: The Chief Operating Officer will manage the operations of a very broad and complex budget for the AMRTC campus, including financial reporting and annual budget preparation. This role will also be responsible for managing organizational compliance, facilities, vendors, contracts and inventory. As a member of the Executive Team, you will identify strategic initiatives, address budgetary and funding issues, recommend solutions, and ensure policies and programs meet its goals and objectives. This includes preparing reports on operational, financial, and service performance for distribution and discussion with the Executive Committee. This individual will act on behalf of the facility as directed by the Hospital CEO and will also function as the Acting Hospital Administrator in his/her absence. The responsibilities of this role are achieved through visionary partnerships, collaborative arrangements with providers, and through proven delivered results, while ensuring the best interests of the State of Minnesota are taken into consideration.

Minimum Qualifications: Four years (4) of advanced managerial experience in hospital administration, public administration, public policy, or a related field.
Supervisory, management, or leadership experience demonstrating the following:
Ability to effectively lead, influence, motivate, recognize, develop, and utilize staff;
Efficiently and effectively allocate and manage time, resources, and staff to achieve desired objectives;
Skills to adapt to a continuous organization and program changes;
Ability to express complex issues and ideas effectively in oral and written form.
Master’s degree in Hospital Administration, Financial Management, Business Management, or related field.
10+ years of progressive leadership experience in health care administration demonstrating the minimum qualifications.
Demonstrated track record in hospital operations with a focus on outstanding service, quality, and growth; prior experience in new strategic service line development.
