JOB OVERVIEW: Responsible for the management of Plant Operations and Maintenance AREA OF ASSIGNMENT: Valley Medical Center RESPONSIBLE TO: Director of Facilities
UNIQUE PHYSICAL/MENTAL DEMANDS, ENVIRONMENT, AND WORKING CONDITIONS: Possibility of extensive bending, lifting and walking. Possibility for handling hazardous substances used in the course of the work.
Administers and directs programs on a daily basis to maintain the buildings, grounds, equipment, and various utility systems of the hospitals’ complex. Establishes and administers a Preventive Maintenance Program for all clinical equipment and utilities. Expedites operations and repairs and ensures reliable and safe services at all times. Analyzes costs and work schedules regularly. Inspects buildings and utility systems to determine need of alteration and repair. Directs the Quality Assurance and Safety Management Programs for the Engineering Department. Responsible for promoting and fostering a productive work environment. Review and recommend approval of plans for construction. Advise on structural changes and additions or modifications to buildings. Coordinate and act as liaison with contractors, architects, and engineers, and material equipment suppliers during construction. Coordinate and delegate employee related functions as required to effectively support VMC goals and objectives. Coordinate and provide detail information to outside support personnel relating to specific jobs or projects in order to achieve optimum results for the service they provide on a regular basis. Responsible for departmental personnel matters pertaining to employment, training, termination, and grievances of employees as required. Informs staff on a regular basis regarding changes in code standards, procedures, and other issues that affects their working environment. Identifies educational needs for specific areas. Responsible for encouraging and supporting departmental personnel to improve through continuing education and training. Responsible for directing and supervising construction, repair, and maintenance activities provided by outside support personnel to achieve expected results on a regular basis. Administers a discipline policy with fairness and consistent with the hospital policy; to be reviewed with staff yearly. Administers policies on attendance and tardiness consistent to hospital policy; to be reviewed with staff yearly. Monitor all performance evaluations of staff to make sure they adhere to current guidelines and policies. Provide leadership that fosters “manage by example.” Review all policies and procedures yearly and make revisions to be in compliance with standards set by regulatory agencies. Will initiate all new policies and procedures as necessary for compliance with new regulations and will meet deadlines as required. Be aware of Joint Commission requirements and have these initiated and in place as soon as possible. Monitor all expenses on a monthly basis and maintain within allotted budget. Sign all invoices and purchase orders as they relate to the Engineering Department. Review all contractors request for payment as received. Monitor all construction expenses on an ongoing basis and be aware ahead of time of the projected cost of these projects. Meets with the Engineering staff monthly and discuss new development, updates on projects, incident reports, safety issues, and other issues relating to Plant Operation and Maintenance. Completes other duties as assigned by the Director of Facilities and as they arise in the Engineering Department.
PREREQUISITES: 1. Graduation from an accredited university with a degree in electrical or mechanical engineering. 2. A minimum of 3 years of progressive responsibility in administrative experience in hospital or health care facilities engineering, construction and maintenance operations.
QUALIFICATIONS: 1. Good communication and customer relation skills in a diverse population. 2. Must be capable of working effectively with all the Medical Center’s different departmental personnel in carrying out the departments’ duties and responsibilities. 3. Must be strong on organizational teamwork, and have the capability of developing strong client relations programs. 4. Must be adept at maintaining or improving service levels during periods of diminishing resources. 5. Regular and punctual attendance is a condition of employment.
