The Chief Health Center Finance and Policy Director advances IPHCA’s mission by serving as the lead team member on policy and finance-related issues for Community Health Centers. This position is a subject matter expert for IPHCA staff and Community Health Centers in the areas of compliance with state and federal regulations, internal control, and reimbursement.
PRIMARY RESPONSIBILITIES
Functions as a team lead and member of the IPHCA leadership team, with supervisory duties as assigned
Monitors and oversees the development and delivery of educational training, publications, and member communications related to finance and operations in collaboration with IPHCA staff
Monitors grants and deliverables relating to technical assistance regarding state and federal contracts to ensure deadlines are being met with quality results
Serves as the primary point of contact for members related to the areas of Community Health Center finance, reimbursement, and other related areas
Develops and maintains competencies relating to audit standards, governmental regulations and requirements, and other compliance issues
Supports the composition, monitoring, and advocacy of IPHCA policy goals at the executive and legislative branches of government
ADDITIONAL RESPONSIBILITIES
Provides technical assistance to Community Health Centers in areas of expertise
Identifies community health center service and training needs based on the health care environment, site visits, regulations, member input,
Assists in identifying business opportunities for IPHCA
Provides input, as needed, in the development of grant proposals and the annual organizational or grant budgets
Supervises and conducts performance evaluations for any staff, paid or unpaid, who report directly to this position
Ensures compliance with IPHCA budget
Support IPHCA’s mission and culture by promoting the value of IPHCA membership and providing excellent customer service in interactions with IPHCA staff and the public
Support interactive directive work, including contributing to the development of and aligning goals with IPHCA’s strategic plan through open, candid, and respectful interactions with IPHCA staff and partners

EDUCATION AND EXPERIENCE
10+ years of health care experience
BS in Business or related field;
Accounting/finance/audit experience, preferably in a health or governmental
Prefer direct experience in Community Health Center finance or reimbursement
SPECIAL LICENSES OR TRANSPORTATION DEMANDS
Travel by car or airline may be required
If operating a vehicle, a valid Indiana driver’s license and proof of insurance is

Since 1982, The Indiana Primary Health Care Association, Inc. (IPHCA), has advocated for quality health care for all persons residing in Indiana. IPHCA supports the development of community-oriented primary care initiatives, including Community Health Centers (CHCs).

Access to quality, affordable primary health care – especially by those who most need but can least afford it – is one of the major social and economic issues facing both Indiana and the nation today.
Indiana’s problem is perhaps best seen in one statistic: roughly 12% of Hoosiers (732,000+ people) have no health insurance at all. Many of these uninsured are children, and the majority struggle in low-wage jobs. In 2007, roughly 15% of Hoosiers had incomes below the poverty line; this saps Indiana’s ability to maintain a vibrant economy.
Thankfully, there’s a compassionate and proven response – Community Health Centers (CHCs). For more than 45 years, CHCs have been an in...tegral part of the nation’s “safety net”. They are community-oriented and provide whole-person care, starting with primary care providers in modern offices. Last year, Indiana’s CHCs were “health care homes” for 500,000+ patients. Roughly 90% of CHC patients have incomes below 200% of the Federal poverty level (with about 65% falling below 100% of poverty.
The Indiana Primary Health Care Association is the statewide association that fosters the work of these critical Health Centers. Our mission is to champion the development and delivery of accessible, community-driven quality health care. We support existing CHCs, help start new ones, advocate for Hoosiers most in need, and address the crucial problems of health care access and quality in Indiana.
